@@justfuntimedoingnothing8477 I always liked the Ten-Eyed Man. The costume is pretty cool, and he makes up for his lame superpower with his skills as a war veteran. I'd really like to see a mostly faithful version break it big. I like to think that he keeps going after Batman because the pointlessness of the Vietnam War made him desperate to never do anything for nothing ever again. So basically a sunk-cost fallacy. I also think his superpower should be slightly upgraded so he can cut off his fingertips and regenerate them, while still being able to see through the severed tips. Basically a regeneration factor, but only for the skin. So it's still a lame superpower, but it gives him a tool to always have his eyes on everything.

Even before James Gunn, there has been plenty of weak villains that are pretty famous because the plot makes the stronger. Harley is an example b just because she is popular.

It's not just about strength or popularity. You need to work out how the character should be treated and whether they are better off as comedy, seriousness or both.

I could make an argument otherwise. As I read a lot about lesser characters. It may just be me though. My own taste has me liking lesser known characters than major ones. They haven't gone through so many stories unlike major characters where almost everything they do is a repeat now-a-days. Writers are always willing to write riskers stories with lesser known characters, and if they die there is no guarantee they will come back.

(well second time, because the first thing I thought was "wtf is Jason doing in YJ?), I thought he was cool but then again... his weapons are exploding birdies, fencing swords, and exploding baseballs.... kinda lame. And Deathstroke kicked his ass when they fought in season 2. Like almost embarrassingly easily.
