I honestly think Father should be higher, because he literally managed to swallow God? You know, I had something of an epiphany regarding anime villains a few months ago. The one thing I noticed is that most of them fall under two specific categories. The MAIN villains, anyway. Yes, there are outliers, but I find that MOST of those are secondary or tertiary characters and they're usually either alien/demonic entities with no real goal in mind or just straight-up psychopaths trying to get off on causing as much pain and suffering as possible. When we're talking MAIN anime villains, however, on balance, they generally have one of two specific motivations... 1.) They want to conquer the world/universe/whatever, for absolutely no other reason than to turn it into a shrine to themselves and their own self-perceived greatness (basically, these are the characters whose entire ambition you could utterly shatter with just three simple words..."AND-THEN-WHAT?"). ...or... 2.) They want to DESTROY the world/universe/whatever, either... a.)...because of a woman (no, seriously...THINK about that for a second)... ...and/or... b.)...because there was there was a moment in their lives when they felt weak and frightened and helpless, and they NEVER got over it. So now they want to make EVERYONE ELSE feel EXACTLY as pathetic and miserable as they have, EVERY-WAKING-MOMENT of the day. I'm not kidding. Go over all the central anime villains you know and see how many of them fall under one of these categories. I think you'll be genuinely surprised.

Pucci Made in Heaven is definitely OP but I think Dio and Diavolo are arguably more powerful. Dio, not only does he have a stand with strength that can rival Star Platinum, but his Vampire regeneration makes him almost invincible. Had he lived longer his Time Stop would eventually have increased for him to end up stopping time for minutes and maybe hours. Diavolo's stand is so ridiculous that most watchers still can't even explain it 😂 And Kira's Bites the Dust form of Killer Queen is slmost invincible too.
