These guys knew EXACTLY what they were doing with that number plate. There is a scene in part one where Hammond wants to make the route change from Chile to Argentina and they say, "What could go wrong?". Then they cut to a clip of the clearest video of the front of Clarkson's car showing the number plate. The number plate comes off during the journey on the road into Argentina, they would have noticed it, and, even if they hadn't noticed it before, they would have had extra chance to notice it when they put it back on. These guys KNOW exactly what the political stereotypes and tensions are, especially Jeremy Clarkson, that's why he's so good at exploiting them. They are all very British people, who understand specifically our political interactions with other countries. They probably also knew that Chile was the UK's ally during the Falklands and that's why they chose to go into Chile, but decided to change the route when it was getting boring. The Argentina's political hatred of the UK is one of the most renowned (even amongst the plentiful other enmities they've created). The shows producers and all the cast know in advance all the cultural sensitivities, so that they can either avoid or exploit them. They've made that very clear from their previous episodes, where they've exploited them for comedy in the past. I'm not making a judgement on whether these guys SHOULD have done it or not, I think we should all learn to laugh at the silly battles of past generations, but they absolutely DID know what they were doing. They were most likely forced to play the fools in this occasion, because they probably went so far as to start another war. The Argentinians are still very upset about the Falklands War, as ALL the Top Gear crew would have been acutely aware. These guys simply don't have the room to claim ignorance or stupidity - their own intelligence and knowledge work massively against them in this situation. However, it's fairly obvious that the only way to prevent this ill-advised calamity, but advised nonetheless, from opening old wounds and causing a LOT of problems for the British government, and possibly starting a war - yes, the Argentinians, especially the old fossils still in absolute political control of the country, are angry about this, enough to go to war about it - was to feign stupidity and ignorance about it. Come on guys, look at all the past stuff they've staged, look at all the previous times they've touch at cultural and political sore-spots right up to the point of calamity. I do agree that we should eventually learn to laugh at these outdated hostilities, but the truth is important, too. These guys went too far with this stunt, they paid for it, and I think they nearly starting the Falklands War 2.0.
