1. the officers are well armored and no gunshots have been fire, therefore "shoot first ask questions later" is not acceptable. 2. you are in a shopping mall with bystanders, if you are anticipating firing a weapon, use nonlethal or at the very least kneel or go prone and aim upward. 3. why is a high-powered rifle needed? you are not in a combat zone.

To the girl shot in the dressing room. YES! the family shiould be given something from the police dept. This was an ACCIDENT , in the military we dont know if people are behind buildings when the enemy is coming at us. Something in the line of duty, people forget that we are human beings and make the biggest mistakes in the world. Families are affected, I am 100000% sure that officer is holding on to so much guilt and "sorry" wont even replace their daughter. This was a hard situation and sometimes the hardest situations we lose the people we love. I couldnt image losing my child due to this, but I would expect them to create donations for this family and repair their curatorial damage. It was a tough situation, I have been put in many in the military, As a solider, civilian expect us to be robots, but we are all humans we make so many mistakes. I am not making excuses, this is hard for this family. Especially these days when everything is out there.
