Sounds like propaganda that the segregationists used after they stopped Reconstruction to say that Blacks in the South were incapable of governing. I think they were less corrupt than the regimes that succeeded them, and I'm told blacks almost never had a black majority in the legislatures, but instead controlled them with non-black allies.
