Zodiac used to be a pretty major Villain Team. They haven't been seen in awhile to my knowledge. Circus of Crime was the very first Super Villain Team in the modern era.

In answer to your side note at the beginning of the S-Men segment. It's about denying everyone else the peace of being completely free of them. It's spite. Even if they lose, the rest of us still suffer because of their actions. It also revenge for them losing or dying, etc.

Fun fact about Tolbit aka Ringmaster, he appeared in the MCU show Jessica Jones as the titular character's hypnotherapist, which was a nice nod/reference to his supervillain identity in the comics.

I never thought the U Foes were weird. I always thought they were a evil version of the Fantastic Four. Only time I heard of them was in the Incredible Hulk 2008 game.
