You have set the pop pressure way to low, the 1HD-FTE injection pump is supposed to produce 130 MPa injection pressure according to Toyota documents. So not to far off from early common rail systems. It will work at the 18 MPa you have adjusted it to now, but will perform much poorer, lower efficiency, smoke more, not as complete burn and use more fuel.
