She is a actual hero with a zen orb. If not then she's a one shot dead little nat that can't do enough damage to anything before they get a health pack and negate everything Tracer did. Sometimes you can't even tell shes shooting at you or causing a ruckus.

its even harder now that mercy self heals more if the target shes healing is under half hp and tracers pistols do 20 less damage per mag

How is Tracer a spammy hero? Unless you consider accurately spamming bullets into enemy skulls at close range "spam," she's one of the least spammy heroes in the game.
