I don't know all the details but I can tell you that God's ten commandments were 2000 years before the Jewish nation and were for all of humanity. The mosaic laws the Jewish nation had for a while were penalties for breaking the ten commandments. These were abolished at the cross.

Some, yes, as God gave us all the same standard equipment and sense of right and wrong in our conscience. Concerning the Mosaic law though, there was still much less overlap with other people's law. But law is one thing, conduct is another. More importantly, God's intent here was that the Israelites not partake of the world's sin-plagued ways, which he despises. But God wanted his people set apart in other ways. Clean living, prosperity, and victory over its enemies for example. They were set apart just by virtue of the fact that they were his, and when the people were living in obedience to God, they absolutely were distinguished from the other nations. They were feared by their enemies, prosperous, and living clean. In that, God was glorified to other peoples, and became known to more as the Israelites allowed this through their obedience (distinctiveness). For the same reasons, we are called to be set apart to this very day. As we set ourselves apart for his purposes, we his people are blessed, AND the more of the unsaved world comes to know him. So the short answer to your question is this: God wanted his people set apart, because in doing so, he could move in greater ways to reveal himself to the rest of mankind, that others would be saved also.
