why are you not considering Vbe when you are using KVL in the outer loop?

The outer loop involves just the collector and emitter terminals (not the base terminal) so there is no way include the base-emitter voltage even if we wanted to.

When designing a voltage amplifier it is important that the operating point (namely, the DC collector current and DC collector-emitter voltage) be in the "middle" of the output terminal characterictic curves. We therefore calculate these values to see that it is so. See the video on Transistor Action for more discussion.
