1 question, does the solver require adding enough constraints that it can only provide only 1 unique solution? or could it also solve problems where there are few constraints, but there could be many possible solutions?

Hi thanks for the update i need to solve problem like this from plant to wherehouse (distance is 60) freight is rs 700 where as direct orders with in distance slab is higher and lower .. how can find and I optimize
