They are both one kg. So imagine that 2 steels (that cause one kg) and 400 feathers (one feather has 0.0025 kg) [so if you times the feather's weight and the sum, you'll have one kg.] It doesn't matters why the sum of Feathers and Steels. What matters is its weight, if they are both one kg, they are both balanced. If this is still confused you, please go search on the internet.
