I don't think he's trying to look like he's from a British court. I'd guess you're looking at the wig and/or accent to say he is, but British wigs and accents were known in American courts in the early 19th century. Of course, the suit and tie wouldn't have been seen on judges then instead. So let's just say he collected a bunch of stereotypes together.
