To add onto your analysis, part of the change in the underlying situation was the fact that the virus had quickly spread from a few hosts in February and early March to an exponentially higher number of hosts who were potential virus shedders making mask wearing among members of the general public much more critical by late March (which is also when shortages of PPE for frontline workers started to be resolved at least here in NYC).
