Interestingly enough, the up smash "DONK" effect is a TF2 reference, not to engineer - but to Demoman. One of the Demoman's alternate primary weapons is the Loose Cannon, a miniature ship cannon which launches explosive cannonballs that can also do damage on impact. When you time it correctly, the impact and explosion can both hit the target, which is called a "Double Donk" and makes the "DONK x2" graphic appear (if you look carefully in the Engy 2 animation, it does indeed say x2). So that's why you see that graphic when hitting with the upsmash directly - you get one hit swinging the turret, and one from launching the rocket. A double donk.
