I feel like Robotnik.EXE is way scarier than Sonic.EXE because he would be WAY smarter than Sonic.EXE. Note: Dr. Robotnik's IQ is apparently 300. This would pretty much make it way easier to hunt for his prey. I mean he already destroyed Metal Sonic and that was supposed to be one of his smartest and most powerful inventions.
