i turning 16 in a week so I started reading the dmv hand book for my written test and while flipping through on page 33 it did say that you cant pass on the right when exceeding speeds of 80+mph

Plenty of people run dirt. Crate lates are affordable. Go to your local dirt track, you'd be surprised how many people from your area race.
