The Kenton Big Band at TJI (Tucson Jazz Institute) is playing this! This is an amazing song which kinda sounds like today's music but in a funked up jazzy kind of way.

probably was a mistake when making the video, probably cut something out like pasting the audio twice and the length just stayed because of the background

Because this isn't mainstream jazz. The kind of jazz most people think of has less of a groove than this and little to zero melody and that makes people uncomfortable.

If you look at this, then different arrangements, it always seems like here the low brass is quite soft, while in the other arrangements the trumpet(s) are way softer. Kind of funny
