That's the part of the North Atlantic Treaty that says if a member is attacked it can call on the other NATO nations to come to its aid, which of course the US did after 9/11. @@tampabong5055 The arrangement is a goal that all nations spend 2% on their own defence and that all will defend any other nation that gets attacked. No country is paying into a central NATO fund which is what Trump was claiming. Also note that the only time Article 5 (the one about mutual defence) has come into play was after 9/11. The UK did not invoke it when the Falklands got invaded and no other country invoked it after Islamic terrorist attacks. Another thing to note is that the US military is well-known for paying well over the odds for equipment, so their 2% might not go as far as another countries 2%. Also, some countries have resources that can't be priced, such as proximity to Russian giving them better early warning systems. Maybe Germany should price the rent of US bases on the same basis as Trump values his real-estate value when he applied for loans.
