Most people have different approaches, especially when it comes to training legs. Take basketball players for example. They don't have extremely muscular legs, however, they're able to jump really high. A typical bodybuilder, on the contrary, has far more muscular legs, but won't be able to jump nearly as high as the basketball player. So it might be possible he isn't training legs for hypertrophy. Or he has naturally long legs which makes it difficult to completely fill them out, in particular for skinny guys.
