You're half sozzled in that video, so I guarantee (or, hope) you misheard what he said. The man apparently works for the Verian Group (note the name on his lanyard); TfL have contracted Verian - a company that does...surveys - to do some...surveys. A quick google search will lead you to a publicly available document by the TfL which details their contract.

Yes 99% of the young Indians you see about are on that student ticket. Some legitimate but many enrol at bogus universities just so they can work here. Officially they are allowed to work 20hrs per week but somehow they manage to work a lot more.
