Obviously it would need to be an international project as shipping is an international business - London would be the obvious place to organise it as it's the HQ of the International Maritime Organisation and the centre of the world marine insurance trade.

Because Russia has good ties with many African COUNTRIES (not the entire continent). Russia has repeatedly subsidized some African militaries, by eliminating their debts with Russia, after which those countries took out more debt and then financed purchases of more Russian military equipment. Some political reasons too, like supporting each other in the UN, or Russia providing security services for African mining companies (Wagner's original gig). They all have stakes in continued good ties with Russia.
