They have to... they retract back in order to swallow their food water helps them in the swallowing processes. I also belive he talks about this in another one of his videos.

Bro, I've been watching your videos for a while. Meanwhile the other day, I found a God damn turtle in my backyard! It's a New Mexico box turtle. I named him Terry Penn. What's weird is, I've lived at my current location for 9 years, and there's no possible way for a turtle to get in my yard? Either way, I'm now in the turtle feeding crew.

I love your videos. They are also inspiring to care for nature. It made me think how many animals out there in nature are starving because food is hard to find. I live close to a river, I will look for some animal friends to feed :)
