its not in the drop down anymore. you have to go to filter gallery and its under the artistic group

import image -> images-threshold -> adjust the levels, you're done... print that and cut it... ;)

The problem is that you need a suitable image with contrast already built into it, otherwise you'll just get a white or black blob when using the threshold.
