First learn the meaning of constitutor It is someone eho shifts debt onto a third party.. We ...con stituare ..with statutues transferr charges or debts onto a n entity that consents to being the surety.. The constitutiin is therefore an insurance policy document .. The individual sovereegn collectively insures the nation ..ie guarantees rights...its performance is guaranteed by any violation ie insurance default is transferred individually to the surety of the name of the person...via statutues ..
