Governor is kinda BOTH, he never gone pure evil, but his revenge for the group has always drived him. He showed empathy many times, while Negan was litteraly making fun of bashing someone's head, and jokes about that. At least he wasn't smiling when he killed hershel, becouse he knew he had to take everything to his hands to get prison or he will die and lose without any revenge, he still paid for that.

Disagree he killed people without thinking betrayed his own gang in season four just to get revenge and only cared for people when he was putting on an act. Also he wasn’t smiling when killing Hershell beacuse he was that mad at that point and he didn’t care for him at all he just wanted to hurt the group. He is pure evil without a question.

Shane wasn't broken or evil... He just understood faster than the others how to survive... and how to adapt faster too . He was right about Rick at the beginning .. Rick was weak but Rick understand at Seasons 5 and became like Shane 👍

You see everyone says this but it’s not true. While he’s Shane was a bit more ahead in mentality he had a very obsessive thing for Lori which is why he attacked Rick. Season 5 Rick wasn’t like that, he wouldn’t just harass his friends wives or other women in general. He was just ruthless and a killing machine just like Shane who was ruthless at the time

Negan is evil, the apocalypse allowed him to be 100 % himself. Just like Joe and Simon were evil. The apocalypse allowed them to be in a environment they were made for, and it's the same for Daryl, he was made for this world, but it turns out he was a true good guy ! Negan said it himself in his episode, he almost killed someone before the outbreak, he stopped only because of his wife and the justice, he could have been in prison. But now that nothing has consequences, not like before, he's free to do whatever he wants. He's not as evil as the governor but still.

50% Broken and 50% Evil, he did horrible things like killing Otis, I know he did it because it was the only way he could've escaped but no one of the group in the later seasons betrayed a friend or an ally to save themselves, but he still had sympathy for the group (at least) except for Dale. Shane was right about the barn and he was also right about killing that kid (Randall? I forgot his name) S5 or S8 Rick would've done the same, not to mention Carol also did horrible things like killing Karen to TRY to stop the flu (It didn't work) but that doesn't mean she's the craziest and most evil person in the show
