Allan Furtado It's a literal translation of a local/dialect proverb spoken in a pidgin form. It means, you don't get something for nothing. Basically, the officer doesn't deserve the gift, if didn't issue the visa. "If you don't bend down, you can't sleep." One must bend, in order to enjoy lying down or sleeping.
