Imo I think here, Shaggy used 0.5% of his power, since he did not cause destruction around DA WOLD here. If he used more than 2% he could cause earth to crumble. And I dont like to OVERPOWER Shaggy in my view to where hes literally destructive at like 0.1% of his power. Norville being an HBO created experiment to replicate instinct Shaggy that went wrong and thus got shelved, but was released when the real Shaggy destroyed their headquarters. Like we all ways know the good guys in dragon ball will pull out a win but that doesn’t mean we cant get a good fight out if it.
