If you mean "measure the potential difference...", then according to the state mark schemes available, yes.

Sir for operational deifinition, don’t we need to include ‘what is done + what is observed’ ? Like.. Potential difference is a physical quantity that is taken when different values of current is flown through a tungsten filament bulb

This is the format we use for Chemistry. You can add it as insurance if you're sure of the "what is done" part.

my teacher said, the mv cannot just be current, you must state electric current because there are many examples for current such as wind current and so on.. thank you😁

That's very true. I only used current because that's exactly what's given in the textbook.
