Hi Alan, your videos are genuine lifesavers! I was wondering with the recent Vote of No Confidence, even though Boris won that, if that had increased the significance of BB MPs? The party is now disunited and the people who voted against him was larger than May, so would this be a good point to make in this kind of question? And if so what is the most efficient way to express that?

Definitely undermines him and increases the power of his BB. He is likely to have to produce policies that play well with his disgruntled BB rather than follow his own agenda. Shows a way in which the power of a PM can be limited even if they have a large majority.

When writing any essay, having a clear judgement is essential and you cannot get above a certain mark if your judgement is not clear throughout, so my question to you is, in your view how significant do you think backbench rebellions or the role of backbenchers scrutinising the executive really is? we know that the type of government is influencial in either enabling or limiting the power of backbenchers but would you say that due to the increase in minority and coalition government in recent years, the role of backbenchers in becoming more significant, OR would you argue that despite growing coalitions and minority governments, the probability of a government with a majority overrides the significance of backbenchers?

I'd argue that it depends on the circumstances, with the minority Conservative Govt. backbench rebellions were hugely significant especially over Brexit. The record number of defeats suffered by Johnson early in his time as PM illustrated this. After the 2019 election and Johnson gaining a comfortable majority the impact of backbench rebellion has significantly reduced, threatened rebellions have come to very little in reality. The development of the Backbench Business Committee created in 2010 under the coalition has certainly strengthened the position of backbenchers to a degree but its impact was I believe exaggerated by the fact that there was a coalition followed by a minority government. The 2012 change to how its members are elected also weakened its independence. The return to majority government has notably reduced the power of the backbenches.

Hi Alan, what is parliamentary arithmetic?thanks
@AlanHistoryNerd
@AlanHistoryNerd 3 жыл бұрын
Hi Frd, Parliamentary arithmetic is about the numbers of MPs each party has and crucially the size or lack of a majority. For example the current parliamentary arithmetic is that the Conservatives have a majority of 80, this gives the government great power and room for manoeuvre as it is very unlikely their bills will be defeated. The parliamentary arithmetic following the 2017 election meant that May had a minority government and was dependent on DUP votes and was at the mercy of the Conservative backbenchers who could and did rebel against many of her bills (notably on BREXIT)

Thank you Alan! If we were to be asked the extent to which the executive dominates parliament, what paragraphs would you recommend, perhaps 1-committees 2-backbenchers and 3 - Lords? Thanks
@AlanHistoryNerd

Looks fine, you need to weave in the different types of bills, opposition and the changing relationship based on parliamentary arithmetic e.g. strong majority, narrow majority, minority govt., coalition. Part of my judgement would be that the degree of dominance varies e.g. Blair in 1997 with a majority of 179- dominant, May in 2017 with a minority government and mass rebellion over Brexit not dominant.
