The convention on cluster munitions (CCM) is an international treaty that prohibits all use, transfer, production and stockpiling of cluster munitions. The USA transferred to Ukraine cluster munitions from their stockpiles which Ukraine is now using.

Maybe a sovereign nation should not have attacked their own citizens in the Donbas and Luhansk regions of Ukraine following a violent overthrow of the elected pro Russian government in 2014. The media should tell the whole story to the build up of this senseless barbarity. It is nothing more than a proxy war between Russia verses the EU, UK and USA. In my humble opinion, the Ukrainians are being used as cannon fodder for NATO's ambitions. The US senate has now authorised billions more of military aid for Ukraine. This war will now continue with thousands more lives lost on both sides. The main beneficiaries?? The military industrial complex and their shareholders. The only solution is a ceasefire and a negotiated peace settlement. However, is the master puppeteer willing to allow its puppets that option??

If you mean the view from the kamikaze drone as it nears it's target it's because many of the targets are equipped with electronic "jamming" devices that interfere with the drone's communications. The skill is in getting the trajectory right before going blind.
