Of course, part of this is to do with tourism and sports tourism being worth a great deal of money and tourism brings quick rewards. We older folks recall how Spain and Portugal changed from political ups and downs to being among the biggest tourism centers in the world. All of that said, Belarus will protect its borders against misuse by foreign interlopers and does not need Russia's permission so to do.
