How do you consistently hit ??? targets with spells. Do you spec into resto for the 3% hit early on for wpvp or something?

I know, a lot of addon comments, but what is the character frame one: to move the portraits and have the CC show. Loving all the vids so far, the situations you get in are so much more fun and interesting than most others. Looking forward to seeing all the 60 action.
