When I first saw Hugo on the character select I was sure he was some kind of super crazy and mad villain but then he was just pretty harmless brute who likes potatoes and wants to be number one

While this looks silly at first, it means that Hugo has so much CONTROL over his own strength that he can stay truly still. Either his raw strength is massive or he had special muscle training.
