looking at some of these creations, i think the developers knew what superstars fans wanted in the game, but due to maybe licence issues etc they could not make them offical. So instead getting around it by giving the fans the parts needed to make them superstars.

I feel like this is the last wwe game I because they keep removing stars and then making the same stars as you payed for in other wwe like 2k15 2k16 and so on and they are getting more expensive aswell and still making you pay for them again

Shout out to the 2k creation suite dev team. They made sure the content creators had the parts they needed to make almost anyone who has stepped foot in a wrestling ring. Being able to give add custom themes is the icing on the cake.
