No, only 50+ people have the badge for it and only 1 of them meets the other requirements to use it, (and that one person is the owner) but all I do know is that it's basically the exact same but everything is 15X stronger and it's all it's purple version

@john-wq4oq yes he dose but don't forget he has a p2 aswell and he will get all his hp back and he can use RAGE to reset your walk speed
