Easy answer, because they're tactically irrelevant. They've got a short range, and that type of warfare dosent really happen anymore. Our Navy operates in groups with carriers, and they prefer if aircraft do the dirty work while the ships stay safe hundreds of miles away. Every country adopts different strategies depending on many factors. Russians has different goals and enemies than the US. You can bet the US has at least tested every technology the Russians have, some they found tactically useful, some are deemed unnecessary.

They give away the position of the launching submarine, they can be evaded fairly easily when you know where they are add at all times. Also the launching submarine most likely goes deaf after launching one of these. Better to have stealth torpedoes as well as submarines instead of that.
