Could you carry the bag un strapped with the handles or does the bag need to be "buckled" to walk with?

The bag can technically be carried unbuckled so long as you hold it by the hand grip. However, the shoulder strap is attached only to one side of the bag, so it would absolutely need to be buckled to carry it by the shoulder strap.
