To all those impacted let me be very clear; I am deeply, deeply sorry." He also says, ""The decision to pay a ransom was mine. This was one of the hardest decisions I've ever had to make and I wouldn't wish it on anyone."

It should not be possible. Anyone anywhere can get to anything they want if they are willing to make the effort. The base concept of cyber records is flawed. Throwing more money and time at this will not work. Endless power struggles for everyone.
