FIRST UPGRADE FEED MILL TO MAX THEN UPGRADE ALL ESSIENTIAL FACTORIES LIKE BAKERY , DAIRY,SUGAR FACTORY,TEXTILE FACTORY TO LEVEL 11 . SO THAT YOU CAN UNLOCK 8 SHELFS . THEN UPGRADE TRAINS TO LEVEL 21 EACH .
