To go Ultra Instinct is to move beyond instinct, it is to let all your emotions, worries or doubts, fade away completely. Until nothing else matters but ourselves and the fight. Or in a much more simpler and shorter words… With Ultra Instinct you can attain perfect control over yourself and your body. That was why Goku power skyrocketed like it did. Goku in incomplete/false Ultra Instinct he was accessing his dormant potential. That is why when he first turned you even hear the Oozaru sound coming off Goku's voice. But as one begins to complete and thus reach the true state of Ultra Instinct, the user moves beyond their dormant potential into a new deeper potential within. Here… Let's do a little memory lane trip… So above you can see that Whis already way back at the beginning of DBS had already explained that Goku and Vegeta in order to achieve what he was trying to teach them, then the Super Saiyan power should not be used. That Goku and Vegeta had to increase their power without transforming. Which now we understand better what Whis was actually talking about. And what he was talking about was that in Base form Goku and Vegeta needed to access their Super Saiyan powers and also their Super Saiyan God power, all of it, in Base form! Which by the way every time Goku went into Ultra Instinct (be it incomplete or completed) he was always in Base form. What helped Goku achieve Ultra Instinct was the fact that he fell into the Genki-Dama when he was already depleted of power, and when the energy of the Genki-Dama began to overflow through him, in order to survive Goku had to break all of his limits thus accessing a deeper potential within. So Goku in incomplete Ultra Instinct he's basically using all of his normal already awakened and dormant potential, while beginning to step into a new deeper potential within. And in complete Ultra Instinct, Goku simply moved completely from his old potential into his deeper potential. So in Incomplete UI, Goku was using in Base form the powers of Super Saiyan 1-2-3 and Super Saiyan God, while also already using fraction of his deeper potential. While in Complete UI, Goku moves beyond Super Saiyan 1-2-3 and God, into a completely new power. A power that Goku still has to master. And he will only master it when he learns to use UI whenever he wants to and also when he reaches the limit of that deeper potential. As for why Broly will never be able to achieve Ultra Instinct… Look at the mental requirements necessary to reach it. So in order for Broly (or anyone for that matter) to reach Ultra Instinct, they need to reach a mental state beyond all emotions, doubts or worries. And because Broly is all about rage (more so because of his capacity access to access the Oozaru power without transforming) and loss of emotional control, then to Broly it is impossible. If Vegeta can't do it because according to what Whis said, he simply does not have the right mindset to achieve it, then for Broly that option is not even on the table. For Vegeta to achieve it he would need to seriously and deeply change his personality. He would need to learn to chill, relax, have fun, but most of all learn how to meditate in such a way he can let it all go. His pride, his anger, even his emotions, they all have to go away. Can you see Vegeta doing that? I can't! Now imagine Broly… And see how pointless that would be. If Goku and Vegeta spend decades becoming as strong as they are now. Broly would need to spend decades meditating and learning how to control and then move beyond his emotions. Which considering his emotional trauma… I'm not sure he'll ever be able to reach it. Even Goku was only able to reach it because of an event in his past that changed him completely. Something that happened way back in the OG DB. Here… Let me show you… So even Goku wouldn't be that much different from Vegeta if the accident hadn't happened. So the bottom line is this, no matter what people might say, if you paid attention to DBS, if you know your Dragon Ball from start to finish, then you know Broly can never reach that power. Not unless something fundamental changed in him. For Broly to access Ultra Instinct then he would need to for example wish to Shenron that he takes away his mental traumas. And still I'm not sure Shenron has the power to do that. Super Shenron definitely has it! But Earth Shenron… Considering his power is limited by the power Dende has, then Shenron might be unable to change that about Broly really because Broly power is already too big for Shenron to do something like that. And even if his mental traumas were removed he would still need to work on achieving the necessary mental state to access Ultra Instinct. So for Broly that is an impossible power to attain. You might as well forget about it, and focus on seeing if Broly can gain enough control over himself to
