The Verse that you are referring to is to the day of Pentecost, when the Apostle Peter was showing that the Prophetic word of the Prophet Joel was in fact being fulfilled. That Prophetic utterance was for that day, The day of Pentecost. Not today. Note that the Apostle Peter was stating that the last days was commencing. (Act 2:17 KJV), (Joel 2:28 KJV). Now The Apostle Paul speaks of the time that we are in now, and states: And for this cause God shall send them strong delusion, that they should believe a lie: That they all might be damned who believed not the truth, but had pleasure in unrighteousness. (2Th 2:11-12 KJV)
