As to handling, the elephant-camps have followed the traditions they were taught. It's always a problem when traditions are put ahead of what is best, isn't it? As to feeding, Bunma arrived undernourished due to the starvation of elephants that has gone on in Thailand in the last year, since tourism stopped. Doubtless, she was also feeling the stress of being chained and in a small enclosure on concrete, not able to feed her babe properly due to stress and lack of food, and stress always uses extra calories, minerals, and interferes with the need to eat; stress doesn't help, it just adds to the problem, amplifying it. Elephants can breed by choice in freedom at a younger age than that, as has been seen at ENP with Dok Ngern and Tong Jaan, but at the elephant-camps, they do force-breed, so you're right. I hope this tidbit helps. :)
