Top link is supposed to be in the upper hole of rock shaft, that lower hole will only allow the implement to raise or lower so far, also check the draft control under the seat area it is a little lever that has only two positions, either pointing forward or backwards, but I really believe the problem is due to not using top hole of rock shaft which allows the draw bars to go maximum travel in both directions, up and down

I set mine by driving left back tire on six in block. Set plow level. Top link 26 in.from center to center of pins.

Has the three point got draft because it maybe set too high you have draft to set the height for plowing regards from the UK Draft also controls the three point hitch height along with the normal height control hope this explains properly

A 8N has two levers to control the 3 point, the draft control and the position control. I'm sure the Jubilee does also. There should be a smaller lever below the seat, just above the other lever. If you have used it and have it adjusted, I'll apologize. But if not, it might need to be set.

Need to move your back strap to the top hole. I had the same problem and after I moved it up to top hole it went to turning the dirt like it's supposed to.

See the toplink the end that goes to the plow need to come off and the end need adjusted and then put it back on should work
