The United States vetoes a Security Council vote on a Palestinian bid for full United Nations membership. The draft resolution, which was introduced by Algeria and "recommends to the General Assembly that the State of Palestine be admitted to membership of the United Nations," received 12 votes in favor, two abstentions and one against.

The system was designed so that none of the most power countries on the Earth can pressure other countries to vote a certain way. It's was also supposed to make sure these great powers have to all agree to adopt a resolution. For example, the US can basically ignore any resolution passed being a superpower, so there is really no point to pass the resolution if they have to power to ignore it. But as you correctly stated the system has now become super petty where the US China and Russia constantly vetoes each other's resolution without merit.

When the league of nations became the United Nations the main players and victors of world war two ensured that whether they were newly emerging world powers or waning colonial empires they would have still have a powerful say in international affairs. By having this veto, they have never had to worry about sanctions and have always ensured their interests are protected.

UN membership and being a state is not a reward for good behavior. Many states have misbehaved and still are states. Its an inherent right and a state can proclaim itself a state and other states recognize them as a state. So Palestinie can do the same. UN recognition will only speed up the process, shorten the suffering and enable a path to healing and lasting peace.
