I soloed him with a regular kyogre and random stuff. Use Origin Pulse

R u able to use the primal evo whenever u want or u can only use it 1 time

Its just like Mega Evolution I’m pretty sure, so the initial Primal Reversion costs a huge amount, but to do it again you can either pay a much smaller amount, or wait a couple days for the cd to finish. Just like pokemon you’ve Mega Evolved, you get Primal Energy from walking that pokemon as your buddy. Hope this helped!
