Very helpful. I worked for the u.S. Army Corps of Engineers. The personnel office I interacted with was the personnel office at Ft. Riley KS not my local personnel office. I know there are a lot of agencies and offices but I thought I'd throw that out there. Thanks for all you do.

Thanks for your input and clarification. Absolutely correct! When I say "human resources" I do not mean your local office. In most instances it's a regional center - similar to the Army Benefits Center for all USA civilians.

If you are dealing with RABAS (CBP, Border Patrol, Air and Marine etc.). They would like your retirement application at least120 days before your retirement date. All retirement related business is handled through RABAS. You will receive an annuity estimate and will be assigned a retirement counselor.

The partial retirement payment or interim payment is 60% of what your estimated annuity is. The other 40% of your annuity will be paid to you once they figure out exactly what your annuity is and start paying you.

Thanks for adding your response. I've been working with a lot of retiring federal employees. It is not always 60% and it seems to fluctuate from month to month. While on partials, only federal income tax is withheld - not insurance premiums, etc. Once everything is finalized, of course the annuity goes up to 100%. Yes. There's no "40% of your annuity will be paid to you once they figure it out" - - that's all done in the months after retirement and one reason payments can fluctuate. At no time did I indicate that OPM "keeps" that money. Please know this too - interim payments are of the annuity only. Those entitled to the FERS Supplement receive none of that until everything is finalized. It, too, is retroactive.

Hmmm... well, that's interesting. I just attended a RABAS seminar and they specifically told us that you receive 60% of your estimated annuity while the other 40% is paid back to you at a later date, assuming the estimated annuity is correct of course. I wonder what the reason for the fluctuation is. I don’t think it's a RABAS specific thing since RABAS is just a CBP to OPM go-between. As for what is and isn't deducted from that partial payment, they said exactly the same thing you did. BTW, my apologies to you for not mentioning this earlier but your videos have been invaluable in mapping out my retirement plan and I'm sure this applies to many others out there as well. Thank you so much!

As a Guard Technician, My main Employee records are kept at Ft. Riley Kansas with the GRB personnel, but my HRO is located at the Joint Forces Headquarters in Anchorage, Alaska. I exist 400 miles away in Fairbanks, Alaska. Currently I find it in my best interest to travel to Anchorage, to meet with my HRO representative, for Peace of Mind. Currently, they have informed me that my buyback for my Army days was not accomplished, even though I sent a separate DD214 a couple years ago to, wherever, to apply for it. This will cost me approximately 130 dollars a month in FERS pension, if this is true. My payment total will be around 1000 dollars to buyback, so it is in my best interest to spend 200 dollars now in gas to get this straightened out, as it will cost me roughly 20k dollars in pension over the next 20 years, if I don't.

Agree, Richard. We need to take care of ourselves and over the long term this investment will pay off for you. One word of caution though - do NOT think you can just drive to HR and walk in. A lot of the offices require and appointment and/or will not meet with employees in person. You may be able to set up a Zoom meeting with HR. Just a thought.

Hi Debbie, I retired February 2023 at 60Yrs old with over 21Yrs of federal service. I received an annuity estimate stating I would receive the social security supplement. I received my benefits booklet it has no mention of the social security supplement. It states my retirement benefit was reduced 1/12 of 5% for every month under 62, additionally the booklet states the annuity. Its considerably less than my annuity estimate. I have 3 yrs of military service (purchased) 8 Months TSA 32 Hrs a week. 1Yr TSA full time 16Yrs 7 Months Customs and Border Protection. My case was forwarded for review. But I did receive an e-mail from OPM stating I don't qualify for the Supplement because I have part time work.

Part time service does not affect eligibility for the annuity payment or the supplement. As OPM is both applying a penalty and also stating you’re not eligible for the Supplement, I have to assume you had some non-deduction (temporary) time that you either didn’t deposit or couldn’t deposit (because it was after 1989). Permanent, term, and temporary are types of appointments - they can affect eligibility. Part time and full time are schedules - they affect computation.

I'll have to wait and see. I based my retirement on the information I was given before I retired. Which would be the retirement annuity estimate and the retirement seminars. I spoke to someone in management. He states to expect a call this coming Tuesday. Thank you...

Hi Debbie, I received a letter from OPM. It's states my SCD is 2004. The three annuity estimates I received stated 2001. Does the military service count towards the SCD?

@@elvinferrer5772 Military service you have made a deposit for DOES count towards your Retirement SCD, yes. It seems like OPM may not have received proof of your military deposit. Do you have your Paid in Full letter from DFAS? If so, I would recommend you contact OPM. Tell them you disagree with their assessment and calculation. Send them your letter. This will all be easiest if you have access to their online system - have they sent you your log in credentials yet? Feel free to email me: debbie@pinnaclepersonnelservices.com if that is easier (or at least as easy) for you. You Tube doesn't always notify me of messages I receive on this platform.

Thanks for the videos. I'm about two years away from retirement. I read an article in the Postal Record about an Enhanced annuity for people who were injured on the job and were on workman's compensation. I qualify. My question is how do I make sure OPM is aware and that they factor that into my annuity?

I'm glad you're finding the videos helpful, Patrick. I apologize for the delay in getting back to you - I've been out of the country. Just got back and am now "recovering" from an 11 hour timezone difference. Up to six months in any calendar year that you are on Leave Without Pay (regardless of the reason - it doesn't have to be OWCP) counts towards your federal annuity. The provision you're speaking of allows for an additional two months if that LWOP was because of OWCP. To ensure you are properly credited for this time, ensure that your record with the Postal Service is correct prior to retirement. Review your Retirement/Thrift/Rift Employee Detail Report (RTR) in liteblue.usps.gov. Go to the electronic Official Personnel File portal. This report should show your accumulated LWOP within a calendar year and the type of leave. Ensure your time is correctly annotated as LWOP for OWCP. If it isn't listed that way, contact the Postal Service’s human resources office. Like everything else, this might take a while to get corrected so it's very smart of you to start now. Let me know if you have further questions.

Very nice and informative video. Quick question. In SF-3107, if nothing in Schedules A, B, and C apply to a person, do you still need to sign and attach them? Keep upthe good work.

Debbie, thanks for all the info. It's much appreciated.One question about former spouses. My divorce papers read she is entitled to 14% of my military retired pay. If i buy back that military time and retire from federal service, will that 14% be recomputed with my pension now? I have tried to call my HR folks and I get the deer in headlights look with no solid responses. Thanks in advance.

Hey Debbie, Im retiring from VA. I have 17 years of service retiring as a deffered retirement at 60. Its there any benefit to retire at 62? Im guessing I will overcome the penalty of retireing early if I wait until 62.

Congratulations. At 60 with 17 years, you are entitled only to the MRA + 10 retirement. As you've stated, there is a 5% per year penalty for each year you start collecting under age 62 (2 X 5 = 10% reduction . This is permanent for the rest of your life. If you wait until 62 to retire, or to start collecting, there is no penalty. Also, if you were to work until age 62, and have 20 years at that time, instead of your annuity being 1% X high 3 x 17, it would be 1.1% X high 3 X 20. In neither case will you be eligible to receive the FERS Sujpplement.

I'm at a crossroads. I have 6 years of active duty Army time. I'm currently a civilian. I am trying to figure out if I should go back into the military until I hit the 20-30 year mark and then transition to a federal job? Or if I should just go straight into a federal job for 30-40 years? My goal is to get the highest monthly pension payment. What should I do?

Hi Jack. I apologize for the delay in getting back to you. I spent most of April out of the country. Now that I'm back, I'm plodding through a mountain of work and trying to acclimate from an 11 hour timezone difference. I am not a licensed Certified Financial Planner so can't give you advice. Here's some information to consider: If you go back into the military and stay for 20 or 30 years, your annuity would be 1% or 2.5% (depending on the system you're covered under) times your high 36 months of military pay. Read more here. militarypay.defense.gov/Pay/Retirement.aspx If you go straight civil service for 20 (age 60) or more years, your annuity would be 1% or 1.1% (only if you stay until age 62) times your high 3 average basic pay. If you stay civil service, I would definitely recommend making your military deposit (aka "buying your time back). It will cost you 3% of military base pay earned over that 6 years plus a little bit of interest. That 6 years counts towards eligibility AND computation of your civil service annuity. It's a great return on investment. Another option you haven't listed is going Army Reserves. If that's what you do, you would be entitled to a military retirement at 60 (maybe a little sooner based on deployment time) AND you could make a military deposit for any time spent on active duty (your original 6 years, plus long term schools, deployments, annual tour) to also have that time count towards your civil service annuity. Neither of those benefits would negatively impact the other. You'd get a military retirement AND a civil service retirement. Something to think about...

No I am a Marine and did 8, I came to the VA you buy back your time (service credit) and all 8 counted for my federal time. Now I have 14 years of my 20. This is the same for any federal job. You will make more in most any federal job than you will in the Army it is based on your highest 3 years.

Rollovers from TSP to SDIRAs are allowed. Whether that is before retirement or not depends on the person's age. If you are 59 1/2 or older, yes; this is an in-service withdrawal. If under 50 1/2, no. www.tsp.gov/publications/tspbk25.pdf

Hi Debbie. Thank you for all the wonderful information. Quick question: does a federal employee (Vet Affairs) need to be 60 to apply for retirement at age 60? I’m 59, and was planning on retiring at 60 with 23 yrs in. My birthday is in July. I was told I can’t apply until I actually turn 60. Is this true?

You will be 60, for retirement purposes, the day before your actual birthday. You’re not eligible for an unreduced annuity until then. That said, you should put in your paperwork 3-6 months earlier to allow the VA (HR and DFAS) to process everything prior to your retirement.

hello , I am 53 y/o with 20 years service . I am planning to separate from government on ( march/17/2023 ) with deferment option till I reach to age of 60 .......do I need to fille out anything before I leave my agency ( HR ) ??? or I will start filling my Retirment application 6 month before my age of 60 ?

You will simply resign in March. Nothing else. Two months before you want your annuity to start, you will file an RI 92-19 form directly with OPM. Here's information about that process: www.opm.gov/retirement-center/publications-forms/pamphlets/ri92-19a.pdf

@@ampiciline I resigned in Nov 2022 to do a postponed retirement when I reach 60 for un-reduced FERS with 20+ years of service. Anyway, I submitted a signed letter of resignation to my supervisor (~3 weeks prior to my separation date) that he could submit to my local HR office. I also went to the local HR office to outprocess from my agency. After my last regular LES, I received another LES for my remaining annual leave lumpsum. Then later a final LES (end of Dec), let me know that my FERS retirement data was sent to OPM and provided my separation date, register number, and payroll office number as well as the OPM Retirement Operations Center phone # and address that I could call or send questions to.

@@ampiciline I believe you are still allowed to access MyPay for 13 months after separation/retirement to get LES or tax docs you might need. Make sure to update/add a personal email address since you won't have access to your agency email address once you leave. You will lose access to eOPF (Electronic Official Personnel folder) when you leave as well, so download a copy of your docs and store in safe location just in case.

Hi Debbie glad I found your channel, I'm leaving this yr 2023 with 504 annual carry over, because of covet. Now the cap is 520 pay out for 2023,,but I already earned 551including holidays which I banked for annual ,now if I leave December 2023 will they pay me in a check for over 650 annual which I didn't take but earned?

I'm glad you found my channel and that the information was helpful. You may want to check with your agency about your annual use or lose limit. Different employees can carry forward different amounts. While most employees are capped at 240 hours; full-time Physicians, Dentists, Chiropractors, Podiatrists, and Optometrists, full-time Nurses, Nurse Anesthetists, and Physician Assistants can carry 685. Employees who had overseas service can carry up to 360 and members of the Senior Executive Service, Senior-Level and Scientific and Professional Employees are able to keep up to 720. Employees who work uncommon tours of duty also have different amounts. Are you sure yours is 520? It is true that the 2021 National Defense Authorization Act authorized a temporary waiver of the annual leave cap as a result of COVID-19 allowing all federal workers to carry over an additional 25% of annual leave (for those with a cap of 240, that means 300). OPM has stated, "any excess leave by employees deemed not essential to fighting the COVID-19 pandemic over 30 days must be used by the end of 2021, or it will be forfeited. This [excess] annual leave may not be restored, may not be included in a lump-sum annual leave payment, and may not be donated under a leave transfer program.”

@@otto99able16 You're welcome. Sorry I couldn't help. Knowing you're at USPS is important. NPMHU DOES have a memorandum of understanding that allows for additional Annual Leave Carryover. In the 2019 National Agreement, the MOU on Annual Leave Carryover allowed regular work force employees to carryover 440 hours of accumulated annual leave. The new MOU on Annual Leave Carryover for Leave Year 2023 expands that limit and allows regular work force employees to carryover 520 hours of accumulated leave from leave year 2022 to leave year 2023. The Annual Leave Exchange Option MOU for Leave Year 2022 will allow career employees to sell back a maximum of 80 hours of annual leave prior to the beginning of the leave year provided the following criteria is met: 1) The employee must be at the maximum leave carryover ceiling (440 hours) at the start of the leave year and 2) the employee must have used fewer than 75 sick leave hours (excluding emergency sick leave taken under the Family First Coronavirus Response Act) in the 2022 leave year. Normally the maximum amount of hours that may be sold back under the 2019 National Agreement MOU on Annual Leave Exchange Option is limited to 40 hours.
