The in universe cultural mentality was stuck in the 1950’s. That doesn’t mean there wasn’t racial progress in the course of that 127 year period. It was just likely it all happened slower and a lot less forcefully (race riots, exc…). The backstories in the games heavily suggest this, otherwise they would have only had white people existing in most of the vaults.
