That flexible tubing is for the siren speaker which would have been bolted to the random bracket that you found. The tubing will carry the siren sound to the front of the bumper to the aluminium tube so that it can be heard over a wide range. Otherwise the noise would isolated to one side of the vehicle and would make it a lot harder for other road users to hear, especially when travelling at speed. The horn in unmarked blue light vehicle is used to change the siren tone and is the reason why it has been cut as they would have needed to pinch a feed for the siren unit
