He is a gypsy from Latveria. He got the armour via theft from the then Ruler of Latveria Tyger Wylde. A cyborg. When the original 2099 run ended He was President of the USA. This is not the original body of Doom from our time. But its a confused mess with time travel his actual origins. He thought he was Victor and as soon as he had state of the art armour he went on to act the part. Vulture 2099, Punisher 2099, Hulk 2099, Doom 2099, Spider-man 2099 all had their own books. You should find copies to read to get his backstory.
